Three Seas Initiative – New €2 Billion Infrastructure Fund for the Region
HBOR, EIF, and the development banks of six European countries have launched a new regional investment fund with the aim of mobilizing at least €2 billion for infrastructure projects between the Baltic, Adriatic, and Black Seas.
HBOR and EIF Establish a €2 Billion Infrastructure Fund – What Does This Mean for the Region?
An agreement was signed in Ljubljana to launch a new regional investment instrument within the framework of the Three Seas Initiative — an initiative bringing together countries between the Baltic, Adriatic, and Black Seas with the aim of strengthening the region’s infrastructure, energy, and digital connectivity.
What is it about?
The new Three Seas Initiative Infrastructure Fund of Funds was established in partnership with the European Investment Fund (EIF), the Croatian Bank for Reconstruction and Development (HBOR), and the development banks of Poland, Romania, Lithuania, Bulgaria, and Slovenia.
The fund’s objective is to mobilize at least €2 billion for investments in four key areas:
- Energy infrastructure – strengthening the region’s energy independence and security
- Transport infrastructure – improving transport connections between countries in the region
- Digital infrastructure – developing digital networks and capacity
- Social infrastructure – investments in the public sector and community
How will the funds be raised?
National development banks are providing an initial €180 million, while the EIF will provide at least an equal amount. Together, these funds are intended to serve as leverage for attracting significantly larger investments from private and institutional investors.
Why does this matter?
The Three Seas Initiative covers an area that has long lagged behind Western European standards in infrastructure development. A fund of this kind offers a structured approach to financing large-scale projects that would not be possible without the cooperation of multiple countries and institutions.
